Long Beach has officially launched pre-approved designs and construction plans for accessory dwelling units, the city announced this week — a move meant to streamline the ADU production process and bolster the town’s housing stock.
The recommendation to implement the new initiative, dubbed the Pre-Approved Accessory Dwelling Unit Program, or PAADU, was originally brought forth by Eighth District Representative Al Austin and approved by the City Council in January 2022.
The standardized project plans apply to residential, free-standing and single-story ADUs that are 1,200 square-feet or less, according to the announcement — and they’re expected to reduce builders’ costs and the ADU construction timeline.

Aside from helping local developers and homeowners streamline the process, the PAADU program is also intended to boost overall housing production in Long Beach — a much-needed tool as the city is required by the state to construct more than 26,000 new housing units by 2029. More than half of those have to be reserved for low- and moderate-income residents.
“This program can be a great benefit to homeowners across the city in terms of affordability and convenience,” Mayor Rex Richardson said in the Tuesday, May 9, announcement. “This is yet another way that the city is helping support and promote the construction of affordable housing.”
The program will reduce the working time to develop ADU architectural and structural plans by one to three months, the announcement said. Participants can also have the pre-approved plans reviewed by the city same day rather than the standard four-to-six week processing time.
There are currently four pre-approved plans available on the Development Services Department’s website — with another three marked “coming soon.”
The Sevilla, for example, includes plans and designs for an 800-square foot, one-story ADU with a patio cover option, while The Casita offers schematics for a 415-square foot, one-story unit.

“Our new program can be transformational for some homeowners who may find that creating an ADU from scratch on their own to be overwhelming or a financial hardship,” Austin said in the announcement. “Well-designed ADUs can go a long way toward addressing our immediate housing needs in Long Beach.”
